What Is the New Alien Registration Requirement?

On April 11, 2025, the federal government began enforcing a revised Alien Registration Requirement under Executive Order 14159. This rule requires most noncitizens in the U.S. to register their presence and carry proof of registration at all times.

Failure to register or carry proof can result in fines, jail, or deportation.

Who Must Register?

You must register if you are:

  • A noncitizen over 14 years old, present in the U.S. for more than 30 days, and were not fingerprinted on entry
  • The parent or legal guardian of a noncitizen child under 14
  • A noncitizen turning 14 (must register within 30 days of birthday)

You are already registered if you have:

  • A green card (lawful permanent resident)
  • An Employment Authorization Document (EAD)
  • A valid I-94
  • Submitted biometrics through immigration court

How to Register With USCIS

You must file Form G-325R through the USCIS Alien Registration Portal.

Steps:

  1. Go to uscis.gov/alienregistration
  2. Log in or create a USCIS online account
  3. Complete and submit Form G-325R
  4. Attend a biometrics appointment, if required

There is no fee to file this form.

Do I Have to Carry My Immigration Papers?

Yes. If you are 18 or older, you must carry proof of your immigration status and registration. This includes:

  • Green Card
  • EAD
  • I-94
  • Any USCIS document with your A-Number

Not carrying proof is a federal misdemeanor (up to $100 fine or 30 days in jail).

Failure to register may result in:

  • Imprisonment up to 6 months
  • Deportation proceedings
  • Delays in your green card, TPS, or citizenship
